Fort Carson bans uniformed personnel from visiting local businesses on “off-limits” list
Fort Carson, a United States Army installation located in Colorado Springs, has banned all 25,000 uniformed armed services personnel from visiting certain local businesses. These establishments have been added to a “off-limits” list that aims to protect service members from being exposed to environments that could potentially jeopardize their health, welfare, or safety.
While Fort Carson argues that this last resort measure is necessary to prevent service members from visiting locations where crimes regularly occur, many business owners on the list have criticized the fairness of the process. They say that removing their establishments from the list once deemed a safety issue is not an easy task.
What businesses are on the “off-limits” list?
As of March 9, 2023, there are eight businesses on the “Off-Limits Areas and Establishments” list:

- Latin Quarters, 3958 N. Academy Boulevard
- New Havana Grill & Bar, 2165 Academy Place
- Paradise Nightclub & Restaurant, 2501 E. Platte Avenue
- The Mansion, 20 N. Tejon Street
- Woody’s Bar and Grill, 3881 E. Pikes Peak Avenue
- Sugar Tree Massage, 1807 B Street
- A Better Self Storage, 6939 Bandley Drive, Fountain
The process behind the “off-limits” list
The Armed Forces Disciplinary Control Board (AFDCB) is responsible for determining which establishments are added to the list. This board is comprised of representatives from Fort Carson, Evans Army Community Hospital, Peterson Space Force Base, Schriever Space Force Base, and the United States Air Force Academy. The AFDCB meets quarterly and analyzes multiple sources of information, such as local police department intelligence reports, prior to recommending an establishment for review.
If an establishment is recommended for review, the business owner is notified and granted the opportunity to respond and appear before the board to discuss mitigation efforts. If no improvements are made and the AFDCB determines that the establishment still poses a safety risk, it may vote to place the business on the “off-limits” list.
Business owners on the list may request a review by the president of the board at any time once they can demonstrate that adequate corrective measures have been implemented.
