The Future of Entertainment-Retail Complex at State Highway 191 and State Highway 158
The City Council is now responsible for determining the fate of the proposed entertainment-retail complex at State Highway 191 and State Highway 158. On Monday, the Midland Development Corp. board of directors unanimously passed a resolution authorizing a master development agreement between the MDC, City of Midland, and C. Hodges Development Services for the multi-million-dollar entertainment and retail complex.
C. Hodges Development Services plans to build a $45 million entertainment-retail complex on 17.345 acres at that intersection. As part of the Master Development Agreement, the MDC has agreed to provide up to $5 million in infrastructure funding for roads, drainage, water, and other infrastructure. This includes the addition of two roads – an east-west extension of Sinclair Avenue and a new north-south road. Once construction is completed, all infrastructure will be dedicated to the City of Midland.
Bass Pro Shops is expected to be the primary tenant, occupying the 60,000-square-foot pad designated for a national retailer. The site plan also includes a pad for a 60,000-square-foot, two-story family cinema and entertainment center complete with an outdoor music and event stage and platted lots for other general retailers and restaurants.
The final agreement calls for Hodges to acquire the acreage on or before May 1 of this year and begin construction on or before Jan. 1, 2026, with completion by Jan. 1, 2027. Harris, a representative from Hodges, assured the Reporter-Telegram that the company will be reimbursed the $5 million once the City of Midland inspects and approves the infrastructure.
According to Harris, Hodges has a proven record of developing such projects, including the Canyon West Shopping Center in Lubbock.
