Senators Cory Booker and Chris Van Hollen, along with Representative Susie Lee, have introduced the Keep Our Promise to America’s Children and Teachers (PACT) Act, which aims to fully fund Title I and the Individuals with Disabilities Education Act (IDEA) on a mandatory basis. The legislation has been introduced to address the chronic underfunding for IDEA and Title I schools, which have left vulnerable students behind. Title I, which supports America’s highest-need schools, has been deeply underfunded, disadvantaging the most vulnerable students living in poverty. Similarly, Congress has never fully funded IDEA, which calls on the federal government to fund 40 percent of the cost of special education. The Keep Our PACT Act proposes a 10-year mandatory glide path to fully fund both programs, ensuring education is a priority in the federal budget.
