Japan’s Foreign Minister Protests Detention of Japanese National in Beijing
During a meeting with his Chinese counterpart, foreign minister Yoshimasa Hayashi protested the detention of a Japanese national in Beijing and expressed strong concern about China’s military activity.
First Diplomat Visit to China in Three Years
Hayashi is making a two-day visit to China, becoming Japan’s first diplomat to visit in over three years as tensions between the two countries grow.
Demand for Release of Detainee and Concern About Military Activity
During the meeting, Hayashi demanded the early release of an employee of Astellas Pharma, who was detained in Beijing last month on spying allegations. Hayashi also expressed serious concern about China’s assertive maritime activity in the East and South China seas and stressed the importance of peace and stability in the Taiwan Strait.
Possibility of Improved Cooperation
Hayashi stated that their countries have the possibility of improved cooperation in economic, cultural, and people exchanges, but they face many problems and serious concerns. He emphasized that Japan-China relations are currently at an extremely important phase.
Agreement to Achieve Constructive and Stable Relationship
The two ministers agreed to work together in achieving “a constructive and stable relationship” as agreed between their leaders in November.
Improved Communication in Regional Security
The sides agreed to improve communication in regional security, and welcomed the establishment of a defense hotline last week and the resumption of defense talks.
Growing Tensions Between Japan and China
Despite close economic and business ties, Japan and China have been increasingly at odds in recent years. Japan considers China’s growing influence in the region a threat to its security and economy.
Warning Against Japanese Involvement in Taiwan
Qin warned against Japanese involvement in issues related to Taiwan, saying Tokyo should not interfere and “undermine China’s sovereignty in any way.” Japan has been making statements of concern about regional stability in the Taiwan Strait and sent several prominent parliamentary delegations to Taipei.
Taiwan Issue at the Core of China’s Core Interests
Qin emphasized that “the Taiwan issue is at the core of China’s core interests and concerns the political foundation of China-Japan relations.”
Chinese Coast Guard Ships Enter Japanese-Controlled Waters
The Japan coast guard reported that three Chinese coast guard ships had entered the Japanese-controlled waters around Senkaku Islands. A Japanese patrol ship repeatedly demanded they leave while protecting two Japanese fishing boats, the coast guard said.
Criticism of Japan’s Export Controls
Qin criticized Japan over its export controls of semi-conductor manufacturing equipment that require companies to get government permission. He urged Japan not to be the US’ pawn.
No Targeting of Any Specific Country
Hayashi said the measure is not targeting any specific country. However, it was seen as part of a US-led agreement to ensure advanced semi-conductor manufacturing stays out of the reach of the Chinese industry.
First Visit Since 2019
The last Japanese foreign minister to visit China was Hayashi’s predecessor, Toshimitsu Motegi, in 2019, just before China imposed rigorous pandemic border controls and other measures.
